16 IPR Schemes and Benefits Selangor Residents Can Take Advantage Of

A month has passed since the historic GE14, and the new government is currently working towards fulfilling their manifesto promises. To that end, they’ve reintroduced the Inisiatif Peduli Rakyat (IPR) programme, which was previously known as Merakyatkan Ekonomi Selangor (MES).

While the programme has been around for quite a while, many are still not aware of the schemes and benefits provided under IPR/MES. We’ve listed the most relevant schemes and benefits below that might interest you.

Also, here’s a quick link to various downloadable IPR application forms and brochures (some brochures are also available in English, Chinese, and Tamil).   

Take note that some IPR schemes and benefits can only be applied online: Skim Bantuan Tadika Selangor/Tunas (the 2018 application has ended in February, so try for next year), Tabung Warisan Anak Selangor/Tawas (IPR 3), Hadiah Anak Masuk Universiti (IPR 4), Insentif Perkahwinan Belia (IPR 11), and Skim Peduli Sihat (IPR 16).

1. Free water for domestic use (IPR 1)

What you’ll get: Domestic consumers will get free water supply of 20,000 litres a month, or an average rebate of RM11 a month.

Eligibility: You must be using an individual water meter. If not, you’ll need to switch to individual metering first. More info here.

2. Funeral expenses assistance for senior citizens and the disabled (IPR 2)

What you’ll get: This scheme covers funeral expenses for up to RM2,500 for senior citizens or disabled.

Eligibility: Malaysian; aged 60 and above (for senior citizens); AND born and currently residing in Selangor; OR born in Kuala Lumpur and is currently residing in Selangor or KL; OR residing in Selangor for at least 15 years (for non-Selangorians). More info here.

3. Cash prize for the newborns (IPR 3)

What you’ll get: For those with newborns, you can register your children for the TAWAS benefit. Your kids will receive RM1,500 once they turn 18. If the child, unfortunately, passes away before turning 18, the money will be given to his/her designated beneficiary.

4. Cash prize for full-time university students (IPR 4)

What you’ll get: RM1,000 will be awarded to those who are studying full-time (diploma or bachelor’s degree).

5. Free mammograms for women (IPR 6)

What you’ll get: Free mammograms to prevent breast cancer.

Eligibility: Women aged 35 and above, born and currently residing in Selangor, or residing in Selangor for at least 10 years (for non-Selangorians). More info here.

6. Microcredit business loans without interest (IPR 7)

What you’ll get: Small business owners in Selangor can receive loans without interest (up to RM50,000) if they’re qualified.

7. Free tuition classes for SPM students (IPR 8)

What you’ll get: Free tuitions on SPM subjects (Bahasa Malaysia, English, Maths, and History) for students from low-income families.

Eligibility: Household income of RM2,000 or below. More info here.

8. Nursery assistance (IPR 9)

What you’ll get: This scheme helps parents pay for their children’s (aged 4 or younger) nursery fees. A monthly payment of RM100 will be made directly to the nursery.

9. Pre-school assistance (IPR 10)

What you’ll get: This scheme helps parents pay for their children’s kindergarten fees. A monthly payment of RM50 will be made directly to the kindergarten.

10. Marriage incentives for youths aged 35 and under (IPR 11)

What you’ll get: Selangorian newlyweds will receive RM500 payment as a wedding gift.  

Eligibility: Some requirements include: Malaysian, newlyweds aged 35 and under, and first-time marriage only. More info here.

11. Free bus services (IPR 13)

What you’ll get: Free bus services every day for everyone, from 6am to 9pm. The free bus services are available in Shah Alam, PJ, Ampang Jaya, Kajang, Klang, Selayang, SJ, Hulu Selangor, Kuala Langat, Kuala Selangor, and Sabak Bernam.

12. Free WiFi (IPR 14)

What you’ll get: Free WiFi will be made available for everyone at various hotspots installed around Selangor, whether in the city or the rural area. More info here.

13. Housing scheme (IPR 15)

What you’ll get: Qualified Selangorians can apply to buy a home valued at not more than RM250,000 through the scheme. There are four types of homes to choose from: A, B, C, and D (your household income determines which type to apply).

14. Medical assistance (IPR 16)

What you’ll get: This scheme will fund basic primary care for each eligible family up to RM500 per year. Under this scheme, you’ll gain access to dialysis programmes, early intervention programme (EIP), and more.

16. Financial assistance for mothers (IPR18)

What you’ll get: The KISS programme targets mothers from the B40 Group (lower income). Qualified moms can purchase basic necessities (cashless) at registered shops and supermarkets, in addition to other benefits, using the KISS card. Some of the items they can get include groceries and baby products.
